Planning

Fundamentals

As Metropolitan Planning Organizations, each of the 14 organizations in Indiana are required to maintain the following documents.

Metropolitan Transportantion Plan

An essential element to a Metropolitan Planning Organization (MPO) is the development of a regional Metropolitan Transportation Plan (MTP) or sometimes called Long Range Transportation Plan (LRTP).

Transportation Improvement Program

Another essential element to a Metropolitan Planning Organization (MPO) is the Transportation Improvement Program (TIP). This is a list of upcoming transportation improvement projects for at least a four-year period.

Congestion Management Process

A congestion management process (CMP) is a systematic and regionally-accepted approach for managing congestion that provides accurate, up-to-date information on transportation system performance and assesses alternative strategies for congestion management that meets State and local needs.

Coordinated Public Transit - Human Services Transportation Plan

Metropolitan Planning Organizations (MPOs) often will serve as a coordinator of various regional initiatives.

Annual Listing of Obligated Projects

Federal law requires the Metropolitan Planning Organization (MPO) to prepare a Transportation Improvement Program (TIP) to indicate how the Metropolitan Transportation Plan (MTP) will be implemented.

Public Participation Plan

An effective transportation planning process must include participation from the public. As Metropolitan Planning Organizations (MPOs), we must create a plan outlining the policies, procedures, and strategies we will utilize to engage the public before, during, and after the planning process.
