The Bloomington City Planning Department, staff agency for BATS, serves the City of Bloomington and the 56 square mile Two-Mile Fringe, the latter representing the Study Area for the Long Range Transportation Plan.  Five governmental jurisdictions have responsibility for some portion of the transportation network in the Bloomington Urbanized Area: City of Bloomington, Monroe County, Indiana University, The Bloomington Transportation Corporation (BPTC), and the Indiana Department of Highways (IDOH).

The Bloomington City Planning Department has a variety of responsibilities in addition to its MPO function.  These include review of building permits, zoning and subdivision control, land use planning, and the development and maintenance of population, housing, employment, and land use databases and forecasts.
