The West Central Indiana Economic Development District, Inc. (WCIEDD) is a Not-For Profit agency, organized under Public Law 89-136, Title IV, of the Public Works and Economic Development Act of 1965, and by Executive Order of the Governor of the State of Indiana.  From the time of its inception in 1968 by the Terre Haute Committee for Area Progress, until 1974, the WCIEDD was composed of five member counties.  These counties included Clay, Parke, Sullivan, Vermillion, and Vigo.  Putnam County joined the WCIEDD in 1974, to create the current six county organization of the District.

The central office of WCIEDD is located at 1718 Wabash Avenue, in Terre Haute, Indiana.  The WCIEDD is governed by a board of directors consisting of up to six representatives from each of the six individual member counties of the District, for a total of thirty-six individuals.  Each member county of the WCIEDD has one representative chosen by the county commissioners, two county council representatives, one representative who is the mayor or town board president of the largest city or town within the member county, and two representatives from the member county’s private citizen planning committee or economic development committee.  The WCIEDD Board of Directors meets on a quarterly basis each year.  The intervening months, an executive committee (composed of elected officials and at least two board members from each county) of the board of directors conducts the WCIEDD’s business.

The WCIEDD was designated, by action of the Governor, as the Areawide Clearinghouse for compliance with the Office of Management and Budget Circular A-95 in 1972, subsequently replaced by Executive Order 12372.  On April 1, 1974, WCIEDD was also designated the Area Agency on Aging.  The designation of WCIEDD as the Water Quality Management Planning Agency for EPA Section 208, water quality planning, was made on April 18, 1975.  And on May 5, 1975, WCIEDD was also designated by the Governor as the Metropolitan Planning Agency (MPO) for transportation planning in the Terre Haute Urbanized Area.

The overall objectives of the West Central Indiana Economic Development District are to reduce unemployment and underemployment, raise per capita income, halt out-migration, and upgrade community facilities and services.
