Best Practices for Improving Bicycle and Pedestrian Safety

    Most MPOs have experienced an increase in public interest in bicyclist and pedestrian issues. This is reflected in our area by requests to

conduct planning studies that specifically focus on accommodating their travel needs. While several such studies have been conducted over

the last several years, it has become apparent that more attention should be given to mitigating conflicts between modes to the extent

possible. Improved access to transit stops, bike racks on buses, sidewalks, multiuse paths, greenways, and bike lanes are being planned and

implemented for use by a wide range of users with varying degrees of safety concerns.

    The Kentuckiana Regional Planning & Development Agency (KIPDA), in conjunction with the Kentucky Transportation Cabinet, engaged the

consulting services of PB Americas, Inc. to develop a guide of best practices for improving bicycle and pedestrian safety in the vicinity of high

speed, high volume freeway interchanges. This was prompted by ongoing concerns for safety and the lack of applicable national guidance

for such facilities.

    The study consisted of completing five tasks:

        • Perform a literature search to determine what documentation already exists on the subject;

        • Interview local stakeholders regarding interchange safety in the region;

        • Develop conceptual plans for five representative interchange types in the region;

        • Assemble a “toolbox” of techniques for accommodating bicyclists and pedestrians through various interchange types; and   

        • Prepare a final report documenting the study process and findings.

The intent of the study is to serve as a resource to further the state of the practice in improving interchange bicycle and pedestrian
